Here is a strange one. I have a PB 2017 R3 desktop app which fails when trying to launch it with a double click from Explorer. However when I launch it from a command prompt it works correctly. This was not always the case with this App, so obviously our desktop support team pushed down an update and changed something. I have tried several things to identify the issue, like playing with the path statement, and copying the runtimes into the executable directory. I have logged the path statement, and see nothing wrong with it. A coworker reported today that he has the same issue.
What is different between command line startup, and explorer?
